A-melding: what it is and how to submit it

The A-melding is the monthly report employers send to the Tax Administration, NAV and Statistics Norway with information on salary, withholding tax and employer’s contribution. The deadline is the 5th of the month after the payroll run, and it’s filed most easily straight from your payroll system.

Who must submit the A-melding?

Anyone paying salary, pension or other benefits must submit an A-melding — including a limited company with a single employee. If you have employees you file every month, even in months with no payment if you’re registered as an employer.

A sole proprietorship without employees does not submit an A-melding, because the owner doesn’t draw a salary (private withdrawals aren’t salary). If you hire someone, a sole proprietorship must file too.

What is reported in the A-melding?

  • Gross salary and other benefits per employee
  • Withholding tax (forskuddstrekk)
  • Employer’s national-insurance contribution
  • Employment details (start, end, position percentage)
  • Any occupational pension scheme (OTP)

Deadline and late submission

The A-melding is due on the 5th of the following month. If the 5th falls on a weekend or public holiday, the deadline is the next working day. So you submit twelve reports a year.

Filing late or with errors can lead to coercive fines (tvangsmulkt) from the Tax Administration. A payroll system that submits automatically reduces this risk.

How to submit the A-melding

The A-melding is built from the payroll run, so the easiest way is to submit straight from your payroll system to Altinn. That avoids re-entering figures, and the bookkeeping is done at the same time.
